Stop the Glendale Water Rate Hike
The Glendale City Council is planning to INCREASE GWP water rates by 50% to 145% starting January 2027, with additional hikes for four more years — all so CURRENT RESIDENTS can pay to update the infrastructure that a MASSIVE influx of high-density development would need.
But there is a LEGAL way to stop this. The California Constitution gives communities the ability to BLOCK property-related fee increases through something called PROPOSITION 218 (1996), which involves residents submitting PETITIONS and meeting a certain threshold.
We need 22,379 valid PETITIONS. You can DOWNLOAD YOUR PETITION below.
But we need your help: Please spread the word to others or make your own copies for friends, family and neighbors or volunteer to get petitions signed and submitted or help pay for printing costs. Anything you can do to STOP this increase!

Why a Rate Increase NOW?
Why does the Glendale City Council want to dramatically raise water rates on residents who live here NOW?
Massive amounts of new high-density developments are coming — to the Foothills, Downtown and to a neighborhood near you, especially from CA SB 79, a bill projected to add 160,000 new housing units up to ½ mile from the new LA Metro BRT bus stops. And ALL those NEW buildings and ALL those FUTURE residents need water.
LISTEN.
CURRENT Glendale residents, already facing astronomical electric bills, should NOT be asked to pay to overhaul a water system to accommodate FUTURE residents.
We need RELIEF, and through a Proposition 218 PETITION, we can get it.

With electric bills in Glendale doubling and even tripling, the City Council is now proposing a 50%-145% water rate increase starting Jan 1, 2027, followed by 11%, 10%, 10%, and 7% increases over the next four years. That’s between $37-$107 per GWP bill for the first year alone.

Proposition 218 is a California constitutional amendment that gives property owners and tenants important protections and a legal mechanism to fight increases in certain property-related charges, such as water, sewer, and trash collection rates
Before increasing rates, a city is required to notify affected property owners and the customers of record at least 45 days in advance of a public hearing. If written protests are submitted for a more than 50% majority of the affected parcels before the close of that hearing, the proposed rate increase CANNOT be imposed
Only paper protests with a handwritten signature will be accepted. If more than one petition is submitted for the same address, only one will be counted
We have the legal power to stop a water rate increase in Glendale, but ONLY if enough people participate
Glendale residents are already burdened with some of the highest costs in the region
And now the Glendale CIty Council is proposing a 50% to 145% water rate increase starting Jan. 1, 2027 based upon your “Pump Zone.” Pump Zones refer to elevation—the higher your property, the more energy and infrastructure it takes to deliver your water.
Here’s what that means for your bill:
● Zone 1: Your bill of $74.08 would increase to $111.28
● Zone 7: Your bill of $74.08 would increase to $181.70
A Zone 7 customer in the hills would see their bill nearly triple!
And it doesn't stop there. After the initial 2027 increase, there will be increases of 11%, 10%, 10%, and 7% every year from 2028 through 2031. With residents already facing sky-high electric bills and some of the highest costs in the region for sales taxes, home prices, and rent, this is yet another financial burden Glendale residents shouldn't have to bear.
